RD Congo : 1,359 unarmed individuals from government forces and their families arrived safely in Kinshasa with the support of the ICRC.
From April 30 to May 15, the International Committee of the Red Cross (ICRC) accompanied 1,359 unarmed individuals belonging to the government forces of the Democratic Republic of the Congo (DRC) and their families. They travelled nearly 2,000 kilometers and crossed a front line to go from Goma to Kinshasa.
“There were, of course, security concerns. It was necessary to negotiate in advance with all parties to the conflict to obtain security guarantees for the teams crossing multiple areas of control, including a front line,” said Myriam Favier, head of the ICRC sub-delegation in Goma. “Nevertheless, over 1,350 people were able to be transported from Goma to Kinshasa.”
The complex operation required significant human and logistical resources. Several road convoys were accompanied by the ICRC, and helicopter and airplane transport was provided by MONUSCO and the Armed Forces of the Democratic Republic of the Congo (FARDC).
The ICRC had been requested to assist by the Ministry of Defence and Veterans of the DRC, MONUSCO, and the civilian and military branches of the Congo River Alliance/March 23 Movement (AFC/M23), to help implement the operation. The ICRC ensured that each individual in the convoys had given their personal consent to take part in the operation.
The ICRC remains ready to play its role as a neutral intermediary to promote respect for international humanitarian law and help protect and uphold the dignity of people affected by armed conflicts in the DRC.
